T595 cooling issue.

Mt 97 T595 is boiling the coolant even though the temp gauge is reading that it's just into the operating temperature range.
I've got a new (used) rad on it, brand new thermostat, I've wired the fan straight in to the relay, so I know that works. Water pump is pumping and the rad is warming up very evenly upon start up.
Any ideas?
